Guess you could think of it as the famous A++ grade. Same meaning but it really doesn't effect your grade, since in some places A+ = 100 and A++ = 100, except A++ is thought to be better then A+.

S-Rank techniques are the highest lvl techs that can be tought and passed on to others. Only a few ninja can master these high rank skills due to their difficulty lvl. What techniques make the list, that I am not sure. Perhaps someone else knows. I only recall that the Rasengan is a High A-rank lvl jutsu which is the 2nd hardest lvl technique out of 6.

Is that the attack your talking about chidori-chan. If so then your waiting like the rest of us. 198 is the latest episodes distributed. This technique isn't learned utill after the 3 years of training which they havn't shown yet in the anime. Hopefully that will change come episode 202 Where rumor has it.
The kakashi gaiden (and 3 year training) actually begins.
