Kaguya and Mokou dont die right (AKA: Immortal)??
isnt that an instant ticket to being the strongest...but thats just my opinion.

the reason being they lack destructive power, and that doesn't mean they cant be utterly turned inside out.
Which is why I stated Yukari first.
She can turn everything in her favor.

Reimu (protagonist hax, never defeated, curtain fire play, law of gensokyo etc etc.)
you would think a person having the power to force all the Gensokyo residents to play by the spellcard rule would have pretty damn decent power.
Mokou borrowed phoenix power, nothing special from her on that aspect really, since Kaguya is stronger than her in many of the games.

Reimu would be strongest because you really cant have the main characters dying. Also yukari and remilia would also be pretty kick arse.
I thought Keine's history hax only applies in wiping out events from people's heads, does it make shit UNHAPPEN?

Patchouli Knowledge in IaMP with her "genki-dama" ... probably one of the strongest spell card in that game imo. No way to avoid it :D
Durr... that one was powerful, but Marisa's Cold Inferno in the games too was nearly unavoidable.
