Ya know, if your using the pen tool to extract an image, vectoring will come easy. have your pen tool on the shape layers setting. just trace over the outsides of the lines of the image, and fill it black. the trace over the outside of the lines of all the colored areas, sample the color from the original scan, and fill it. after you play with it a little you'll get the hang of it, and it'll be almost second nature.
