Umm.. kinda hard. But, I always thought that Monou Kotori from X/1999 is the most beautiful anime/manga girl! I prefer her in the manga though. Her design is so beautiful that I can't put any other words for her. She's not just beautiful, she's also lovely, feminine but at the same time she manage to look adorable and clumsy. *hugs Kotori*

Other than Kotori.. I also think that Kinomoto Nadeshiko is beautiful. Well, Kotori and Nadeshiko design and character is pretty similiar... so of course she's beautiful!

I can't think of anyone else anymore...
