Hey..how you doin??well i kinda wanna know how 2 make a wallpaper..wud you mind if you help me/teach me how 2 make it..plz...tell me what 2 do...

I think the image looks great, its just that the background doesn't really match that well. just imo, you've got a great concept that would definetely work.

The vector looks good. Clean line and clean colors. Maybe more details, but it's pretty good.

The problem is the background. It's a pretty bad mess of splatter brushes. Kind of like taking a paintbrush, dipping it in a ton of colors and whipping it around a canvas. You need to centralize your colors a bit more. There's an unforgiving amount of green, diversify a bit. If you're working with splatter brushes, it's also pretty important that you create a flow with the brush work. There's a difference between having the character interact with the paint splatter... and just randomization.

Practice a bit more, try to vary your color techniques. And although I come off sounding really negative, it's a great start. Don't get me wrong.

I think it needs more shadows just like Nizsu said.
It will help to show some sort of a light path and help give it a dimensional feel instead of being so flat. Plus, the text needs something. Not exactly sure what, but it blends to much with the bg. The overall looks good though. Keep up the good work.

I think it would look better if you add more shadows/details on her hair/face/clothes ^_^. you should give the bg an idea instead of brushing randomly

I love the background, but I'm perturbed that Nel seems to blend into it because her clothes are the same color... Don't know anything about vectors or stuff, so I can't help you there... Looking forward to the finished product. :)

First, its a great wall
I think that when they say it's extremely plain it means: get another image of hers put some gradient on it and attach it on the background.
The background seems just fine to me, it might look nicer if instead of a green wall with white and black brushes, you used a black wall with green and white brushes, but who knows ...

I'd say that the background's too distracting. It pulls your attention from the main focus of the wallpaper, Nel. Try something a little less distracting and repetitive for your background, perhaps? Furthermore, the text definitely requires some work. A bold outline, perhaps, could help the text stand out more if you find fixing the background too bothersome.

Definitely right. The colours don't even blend well together. I'd suggest working on the vector. you know: add more tones and shades and stuff.

The "Nel" text written is not exactly clear. you can either change the text colour, or change the entire background composition. I'd suggest the latter. The reason is simple: If you make a contracting background, you object focus looks more outstanding.

I like it. I might make the NEL text a bit clearer, if you moved it down 30-50 pixels it would be away from the lighter colors up top of it, and easier to read.
