There's also a live action movie coming out for Higurashi no Naku Koro ni
It's supposed to be based on the first chapter from the 1st season

Yes it's Higurashi no Naku Koro ni Kai and I like it even better than the first season.

I really like the improved designs, they look less cheap than the ones of the first season (was fine at the beginning but degraded horribly animation wise) and is more consistent throughout the episodes.

About the Ovas, I wonder how many there will be?

Actually.. It's not going to be a third season but an OVA and it's going to start in December
