Haha... lol :D I actually usually put outlines on top because then I can get lazy about shaping the color patches, but you know, whatever works best... :3 As long as it looks good it doesn't really matter :)

I'm not explaining it properly in a way that you understand. It's really really simple. So you know how when you vector a character, you trace the shapes of different color patches? Like for example for eyes, you trace a circle for the pupils. You do EXACTLY the same thing for the outlines... trace them like the other patches of colors. But naturally because they're so narrow (or supposed to be narrow) you just have to zoom in more, etc. etc.

I don't know if you've seen my Millenium Actress wallie: http://www.animepaper.net/wallpapers/user/entry10146/ Fullview and compare the wallpaper with the screenshot that I used (linked in the descrip) and hopefully you'll understand what I mean because I made the outlines are pretty thick in that wall. ^^;;

There's no tricks really. You just treat the outlines as unique shapes of their own. So like how you draw in everything else, you just do the same thing with the outlines.
