I used lens flare, then radial gradient to make it more bright, then selected the places where I wanted sun reflections with polygonal marquee tool, used feather, filled it with white and reduced the opacity ^_^ (I hope you understand all that, I'm clumsy in explaining.. ^_^"")

Thanks! ^_^ an for how to make the colors fade and spread like that, I used the radial blur filter in PhotoShop set to zoom, then blended together a bunch of different stock photos (in separate layers) that it had been applied to. There where also some other adjustments and editing too, but that's basically how n_n
