Was aiming for the "official wallpaper" look but decided to turn it down a notch to a wallpaper surrounding simplicity. If it seems plain for you, then good. That's ... actually what i'm aiming for. xD (not a fan of crazy wallpapers that stress eyes out) Anyway, please comment on it. Will hopefully be submitting.

PNG format isnt acceptable for wallpapers and is likely the cause of your excessive file sizes.
Extraction is poor and needs more work. elements at the right of the scan require attention to recreate parts lost at what appears to have been a page join.
The scan requires cleaning as the texture present reads more as moire than an intentional effect.

As hates said there is some extraction issues here. His hair strand has just been cut off there. Also there is a strange line running infront of him by his head and over his finger. Im not sure what it is from but it should really go too. The clouds in the background probably arent really needed either. They are a nice touch but really distracting at the same time. Keep working with it though and I hope too see this in the gallery soon. Good luck!

Except the mentioned quality and extraction matters, I would to suggest a completly different background. The character has a flat manga style, where the shadows are merging together with the outlines. This simply cannot be in match with such clouds, which would require a much more complex character. Also the ghosting technique is something what you should not use, when you think about walling seriously. (for example on Minitokyo ghosted walls are deleted on sight)

Fixed. :)
Replaced clouds with stripes, fixed the scan, and made the background ghost image a lot more subtle. I was planning to put in some text but removed to see how you guys feel about it. It really doesn't feel like my style anymore. :/

Nice work on the fixing up of the scan. You might wanna move him down or go back and redraw more of the robe on to him to the bottom. Hes kinda floating there. Hmmm, i'm not sure I like the stripes either. They are a bit too much. What not just try the paint splatter background and use some more brushes to blend him in a bit. The stripes are layered over eachother and it just doesn't look right. That might just be me though. Hopefully youll get some more responses. Goodluck.

Hah actually the background is nothing but the stripes. The splatter makes it seem it's two different set of stripes... I can see where you're coming from. Saito does seem like he's going "HAI GAIZ HOW U DOIN K THKZ BAI". XD I'll move him in a bit.
The reason why it seems he's floating is because I rotated the image a bit. I had so much trouble making it seem he was standing straight. If you look at the original artwork though, you'll see what I mean.
