Papers have nothing to do with wallpapers. The number of wallpapers you can download a day is a fixed number as per the help section.

Of course. Participate in the forums, comment on people's wallpapers, upload wallpapers or scans to earn papers.

So am I allowed to use scans for wallpapers without downloading them? I don't get it.

Wallpapers and scans are separate. Downloading wallpapers is free however you are limitted to the number you can download on any given day. Scans cost "papers" to download and are intended to be used as raw materials for making wallpapers.
