I know minitokyo denies scans/walls with pixiv content in it because they have a contract with them. I was wondering if AP allowed them too or if they deny them as well? I tried searching for pixiv in the search bar but nothing came about.

Unless the artist has been published in Japan, and there exists a category for the artist here to submit to (the subject they draw doesn't matter whatsoever), or if you get explicit permission from the artist to use their work, then no. Why? Because essentially it's ripping artwork/fanart from these artists before they can make a name for themselves (become well known). And fanart in general is not accepted anyway. The best "safe" scans to make walls from are already posted on this site.
