Originally I wanted Mouton to post the topic, because if I do everything alone, people might think that is not VectaDesu, anymore, but rather AkiDesu. But he seems busy again, and in this matter I wanted do it ASAP.
VOTING SYSTEM:
When I made the 2+1+1 system, I asked people beforehand if is okay, but now it seems that a additional 1 point seem to unfair to many ppl. Anyways doubt that anybody wants to get back the ranking system, it was just too much to write.
THEME SELECTION:
Mouton insisted on "monochrome to color" once again. My own idea was to do "Futuristic" (no mecha ofc, that would have a own category), and maybe "chibi" or "Angels vs Demons"
VOTING REQUIREMENTS:
The "needs to be a member for month" was made to avoid duplicate accounts/voting for own works/works of my bro/etc. Doubt anybody would do that from regular contenders. Also we had a note that votes from ppl with low quality commemts on AP itself might to be not acceptable. I simply wanted avoid that users, for example narutolover999, who posts stuff like "nice" and "cute" and probably cannot even fullview the image due contribution limit, would influence such a important voting. If somebody wants to a allow everybody, please state your reason and why we would be unfair.
VOTING SYSTEM (LIST)
3+2+2+1 point system (now it would be only a 50% difference for the 1st place, and a additional entry selection for 1 points)
5 points distribution system (you can give your points to any entry, with the limitation that you cannot give more as 3 to a single entry)
THEME SELECTION (LIST)
Monochrome to Color 2 (monochrome scan vectored to colored)
Futuristic (bodysuits, laser/plasma/etc guns, light blades, hi-tech armor, basically sci-fi stuff)
Chibis (characters in chibi version, easy and short contest)
Angels vs Demons (characters with angelic/demonic wings, vamps are acceptable too as long they have the wings)
Bishies (male characters)
Elements (fire, ice, water, earth, wind)
Traditional Japanese Clothing (kimonos, yukatas, etc)
ALL GOOD TIPS ARE INCLUDED ON THE LIST. VD IS FOR YOU AND NOT FOR ME.

VOTING SYSTEM [suggestion]:
To be honest, I don't mind writing long critiques/comments when it was still the ranking system. :D I really think that it shows what the others have to say about your work----whether you've improved or not in a particular aspect. Right now, the point system for me is rather biased because you're just giving out points to whatever catches your attention----I mean, who knows if the other voters really viewed your work at full or not, right? It's like, "OH! I LOVE that anime/game so I'm going to vote for that one!". XD
So, IMHO, I kinda want the ranking system back. :D It's what you've always done for the past VD contests.
THEME SELECTION [suggestion]:
We have a VD Theme Pool right? And based on what's posted there, the top theme that is brought up was "Bishies/Bishounen/Shounen". I think that'd be a pretty nice challenge since, like what they've said there, almost all of the past VD contests, the submitted work is always a girl----particularly, an ecchi one. So I think a "Bishies/Bishounen/Shounen" round would be a nice challenge to everyone. \m/
Other than that, I'd like to suggest a Surreal (e.g. dreamscapes, myths, imagination, etc), Elemental (anything related to elements: Fire, Wind, ETC), Parody, and Endorsement/Endorsing (advertising a product or something) Themes. :D
VOTING REQUIREMENTS [suggestion]:
I firmly agree with that decision because, I have also experienced users commenting like that for a long time. TBH, I've been like that when I first started here in AP (so that I can gain papers you know). I do think that you guys really have to monitor the comments like that. Some users even create accounts just to SPAM messages on wallpapers/vectors saying, "ON SALE/GET A DISCOUNT/BUY ETC.". I always report those kind of things.
BUT, with the point system that we currently have, I don't think that it's much of a problem since we can just vote without giving any critique/comment about the vector. D:

Voting system.
I would not mind the ranking system, in the case that you don't need to rank them all. For example, let's select TOP5. I could go with that. Unfortunately, even now I have no clue how the ranking formula works, only Mou can tell that.
Theme:
Doubt anybody has read the pool since a few months :P Bishies, well, to say the truth, I hate doing guys, unless they don't dress like girls. And it can be also a extremly wide theme. And some girls might say that that bald muscle types are their ideals, so whos a pretty boy to begin with? Same with surreal, hard to define what we can count, with the difference, that here the number of sources might be very low. Elements, okay, I could go with this one, not sure though how to make the element of air visible... maybe rather fire or water/ice?
Requirements:
VD has a lot of those "buy this crap" posts. Even if the user is banned, for admins in groups those posts stay visible (I deleted arround 100 until now) Either way those users are either bots, or users who don't even speak english probably, and we don't really have a chinese version. So they would not vote anyways. And I don't monitor users, except ones who are unknown and voted here. That didn't happened since a good number of contests, the whole thing is done in the meaning it might or not might happen.
And many voters still give a description, despite that we don't really required.

I wouldn't mind that. If I remember clearly in the ranking system, we can put 2 or more participants in a rank right? But selecting a Top 5 and ranking them would be OK as well rather than giving out points. I can only hope that Mouton will be back soon. :D
Well, if you look up the definition of Bishie, it doesn't exactly say that they're bald muscle types. D: It wouldn't be a bishie round if there were bald men. And dear lord, no, I wouldn't want to vector a guy in a girl's dress. (X__X) As long as it sticks to the "PRETTY BOY" theme (ex. Ouran High School Host Club), it will be a nice bishie round. I'm pretty sure that everyone can distinguish a bishie when they see one. Yeah, I think Surrealism is kinda wide----maybe we can narrow it down to mythologies instead? :D Eh? We can make Air visible in the vector if we want to. It's not like taking it literally and saying Air's invisible. Aang is an air bender and you can see the air that he uses. Same in Cardcaptor Sakura, you can see the Wind she is using/fighting. Elements can be Fire, Water, Ice, Lightning, Poison, Darkness, Light, Earth, Wind, ETC. ^^v

On a side note - all badges have been given out, except my own, cause I cannot award to myself papers. Actually I didn't got my badge even from the last, but thats how lazy Mou is. If anybody got a wrong paper ammount, like 25, gimme a call, it should be 50. And if somebody got more, doubt he would tell it anyways.

Wow sorry I uberly and uterly forgot to post on VD for the voting system and next VD theme....
Voting system
The old one was a ranking system like you know but producing the final ranking out of everyone is a bit tricky.
The first step was to collect everyone rankings and convert them to nicely formulated ones. Like if you put two vector at the first rank, the third vector is ranking at the third one not the second one.
Once it's done, I compute the median ranking for each vector and rank them accordingly to it. I use median and not average to smooth out troll vote like everyone first but one and so on.
I know ranking each vector was painfully long for most of the people but at least it was more rational than other voting systems in my eyes. Now that said, I'm not close minded and I can propose another voting that might be troll proof too and appealing to those who are not fond of ranking everything.
Proposed voting system
Since AP came into a newer version with more troll proof stats for individual entries, we can perhaps use them, namely: Download count, comment count and fav' count.
Here the process:
Contestants post their vectors on AP and then in VD topic like always.
At the deadline for the results, VD staff collect the stats for each entry AND the time and date of the submission on AP.
Given the stats, the time span and a nicely formula to determine, a score is given to each vector.
The vectors are ranked given their note which gives us the ranking of the contest.
I still have to come up with the formula but I think it can be a nice alternative. The nice side effect is that the vote is more open to public since it's on AP front page.
VD next theme
Somehow a Monochrome to Colour theme would be nice. It's been 2 years and half since the first one, I think the time has come to launch a new round with our current super star vectors line-up ;3

I think the public voting is harder OR will be harder to compute (when I think of it----or it's just me. LOL). The late ranking system is a bit more accurate IMO, even though the computation is tricky. Although, maybe I can help with the computation of the final rank in case you're busy? ^^v

Voting System:
The 3 + 2 + 2 + 1 sounds like a good idea. But... I also liked the old ranking system. If gathering stats from AP's system, I doubt we could avoid the "low quaity vote" issue but it is more public so it could potentially be quite interesting.
Theme Selection:
From your listed ones, I must say that I'd love a Chibi themed contest, short and sweet. Elements would be interesting but I can't see this fitting into solely vectoring very well; something more suited for wallpapers. Other than that... I'd like to bring up @200M 's suggestion of Kimono / traditional wear (something I'd really enjoy).
Voting Requirements:
Well it could be made that all voters are required to provide a short explanation (one or two sentences) as to why they rated their choices as so. But... this might dissuade some newer members from voting? I doubt this is a large problem though since the voters seem pretty much the same most of the time.

D: just yesterday i noticed this post. i wish some mail to notice me about new stuff on the group. About the votes, I guess in that case would be a Rule to give a small description of all the entries like before into the votes, i agree with that i guess that would help to clean the votes. I said before I like the old system the most, that with a counting votes would be nice and easy to manage, but limiting the places, just one in each place. I recommend, 5+4+3+2+1, a top 5. 1 point to the participant.
It would be nice to do something different, a special badge by contest, given by a special topic, like the most original vector, chosen by people preference, like a special category inside the contest, would be necessary a new badge, but just one for that. The idea is that erm members to vote as the usual contest and aside pick what they think is the most original, and done.
I would like that the Vd championship list to be updated, is 2012 now, almost 2013, that old list is just a decoration? . Also, about the missing badges, I don't have the VD 14 badge and the 1st special contest badge (Mechas). thanks :3

I would like to put in my vote for Monochrome to Color, I'm interested to see how the rules around the subject would be presented..... Alternatively this gives the ability to have a secondary subject in side the Monochrome to Color that way more than one party could be satisfied with the subject matter, but that is just my opinion. I think you might get a more dramatic flair.
I really don't have much on the ranking system though I like the recommend, 5+4+3+2+1, a top 5,& 1 point to the participant. I think it will be easier to keep track of in the long run but I understand the difficulty to computing. If you need any help please let me know. I'm good with numbers and this sort of thing.

THEME SELECTION:
I like Angels vs Demons, and both Surreal and Parody suggested by Horseradish. Also, as said by others, a new Monochrome to Color edition would be nice :)
'Futuristic' and 'Angel/Demons wings' made me think to other two ideas:
Humanoid: robots with human look, but with something that shows them are robots (metallic joints, visible electrical circuits, sheet metal, etc.) or totally iron/steel covered
Fairies: just a character with fairy Wings (butterfly or dragonfly wings, I mean)
Other themes ideas:
Wizards and Witches: characters wearing mantle and pointy hat (wand optional ^^)
Elves: just characters with pointy ears
Gala Night: with elegant dress (classic suits for male characters and long dress for female characters)
Musical Instruments: playing/grabbing an instrument
Pajama Party: this idea is more pajamas oriented, than babydoll or sexy lingerie
Studying: a character while he/she's studying, at PC or reading a book (or sleeping over an opened book school lol)
Aliens/Fantasy creatures, for example with cyan, green, violet skin (and all weird possible further colors)
Cheerleaders: cheerleading outfit, and shaking pom poms
Singers: singing and holding a microphone in hand
VOTING SYSTEM:
I don't see nothing unfair in the current voting system, 2+1+1 doesn't make unfair results, imo. The only complain for me is the number list: 3 is a too short rank, almost always I'd like to add other entries in my rank, at least a fourth and a fifth place, than only three. So, my suggestion is a bit close to that given by TheMajor, but with different way on points assign. I thought to a five ranking, giving:

Hey I've been thinking about it and what if we adapted Monochrome to Color for Halloween! It's just around the corner and the time line for the contest is such that if it started soon that the voting would land right on top of Halloween...
Not to mention it looks like we've never done a HAllOWEEN based contest before, at least from what I can see. Plus it's a great way to boost creativity.
You would have to take a monochrome scan and adapt it for halloween. Just imagine elaborate costumes, dramatic colors, SPOOFS, and pushing the limit of our current abilities and imaginations.
It's just a thought, considering all the attire and candy is popping up everywhere!

I would like angels vs demons as a theme, or chibis or traditional Japanese clothes.Regarding the voting system, i would rather to be the points distribution, since it seems to me the simplest one and easiest to use. It also seems fair ro me to exclude the people who spam instead of commenting. I would like to participate too although i am just starting and would feel a little embarrassed I guess.Finally, I have a question regarding the chibis theme: Do we have to create them on our own or can we vector a stock that has them? Because I suck at drawing

The idea is to use any original scan/picture (artist, game anime, manga) and do the vector, So far I know VD Just acept vectors from anime manga games or artist, AP have this huge gallery, also minitokyo works too. the scan to vector must accomplish some requirements, read the VD FAQ also read Can I submit original anime art to the vector section? and What are the requirements for a vector? anyway I recommend to read the whole vector section from AP FAQ and the whole FAQ is not that long and has precise information.
If you're not sure of the scan you're going to choose as said in the VD faq send a Pm to the VD Organizers, ask.
