Maybe because, if you think about it, she is one of the main characters and she is suposed to be portrayed as a stong woman. Tsunade might be a strong woman too but you have to remember that when she was young she too was flat chested. Maybe Kishimoto-san decided to make Sakura like Tsunade since history is obviously repeating itself in the series.

I think its because Kishimoto has no actual attraction towards females and Sakura sort of represents his general opinion of the female gender as a whole; useless, annoying, and not even attractive. :P In comparison, there's a lot more attractive male characters whose shirts are often conspicuously absent and many subtextual homoerotic relationships. ;) (Basically because Kishimoto bats for the other team, duh.)

I didn't say that I thought that; I meant that ANIME generally thinks that. :P Actually I pretty much think the opposite.

But while most shounen manga have weak, useless, annoying female characters, they are usually at least hot. That's pretty much the one value anime/manga grants women.

However Kishimoto takes it one step farther and also makes us plain/ugly in addition to being weak, useless, and annoying, so that we're not even adequate objects of sexuality, and therefore have no use whatsoever. Sorry but I find that kind of insulting. -________-

The generally accepted belief among fandom is that Kishimoto thinks women belong in the kitchen, generally dislikes women, and is probably gay. :) Check NarutoForums if you don't believe me. You probably don't have to though.

maybe because sakura wasn't just a s*x symbol in the series and to avoid making her an object of wasted status, Kishimoto deliberately made her flat chested. or maybe Kishimoto, like the other person said here, is plain gay -- just kidding..

anyways, to be honest-- does that matter at all.. Naruto is all about nin, that's all Kishimoto had to keep it mind and checked all the time..

no, i think it'll fit.. tsunade behaved pretty well.. and sakura isn't far long in terms of personality that is of course minus those assets..
