Well, svg output from inkscape should conform to the standard

Glitches are export tools faults

webkit might not be up to date with the standards

perhaps it doesn't work well with complex stuff

If I remember correctly AP does it for batik but the version people can download is the unaltered one

seems like your unaltered version and clean version both do not display outlines
