This wallpaper captures the urban essence that proliferated the art of Ghost in the Shell in every incarnation of the series. Phill does an amazing job of capturing a moment of surrealism.
While there are a few, stray building angles and shadows, you find that your eye forgives the minor details and instead focuses on the overall scene that is larger than life, with lights trailing off into infinity.

I think the background you've designed so far does fit well with Nia's character, and while I didn't see the theme you've chosen at first, it does make sense after you told us. It could just be because I don't usually look for themes in wallpapers, but you may want to consider what raku said above. I suppose the only real problem I see is that the scan you used isn't quite as sharp as the rest of the wallpaper. I'm not sure if theres a vector out there that you could use of the same image, or perhaps you could vector one yourself, but in my opinion, as it currently stands, the image of Nia stands out a bit. Decent job cutting her out though, I know that can be a pain. Only after looking really close do I see a few spots where something small got cut off, but that's no biggie really.
Oh, and I like the outline work you did on her hair. That looks really good.
Overall you've got something good there (I think). I'm not sure how feasible it is to get a sharper image of Nia, but you may be able to work something out, or you could just simply leave it as is. The color scheme works well, not that I expect you to make a bad one lol.
Yeah its hard to do a wall when the scan takes up most of the foreground, but you pulled it out. I really like the background, it fits perfectly.
Pros: The galaxy you painted + the cloud work.
Cons: Foreground stars (maybe)

That said, I have a hard time talking about "minimalist" wallpapers like this. So far it looks pretty good. The color scheme works, and the background work goes well with Nia's image. If I had to offer a critique, I'd say that I feel that the patterns (the pink shapes) you used struck me as simply "Ok". I'm almost tempted to say that you should make the background a little more lively...its pretty muted right now.
Sorry I can't offer more than that right now. I'll drop this bad boy on my desktop for the time being and if any more ideas strike me, I'll drop by again to let you know. Good luck on this one!

"I'd have to say its pretty good! I think you did a good job on the vectoring, though I have no experience myself so I can't really comment too in depth on that. Artistically however I think it looks great. Heero's face seems especially sharp as compared to the girls (sorry I forgot her name...its been a while lol). But I guess thats because there are no lines on her face. If I had one thing to nitpick, it would be her shoulders. They seem a little funny to me (but it could just be me). You did a pretty good job on Heero though.
I like the overall look. The background is nice, and so is the black and white color scheme. It may sound weird but I also really like your text effects lol. Its awesome over all, and it shows you put a lot of work into it! Props!
"I could be mistaken, but that image looks a little low resolution, specifically in regard to the gundam featured high in the background. If its a screen shot, it might be better to try to find a scan instead- it'll make the whole wallpaper look a lot better.
The font also looks a bit strange for my taste. I personally feel it clashes with the image, but that could just be me. I'm not exactly sure what I'd recommend instead...maybe add some text effects to make it a little more attractive? It looks way too "artificial", like I can tell that you just typed it right on top of the background layer and left it at that. It stands out too much.
Also, the "MBS" logo is pretty visible in the top right corner, try to get rid of that before finishing it.
All things considered, I'm having a hard time figuring out what you did to make the image your own. It could be cleaner and sharper, so that might be something to look at. I guess I'd suggest trying to clean up the image a little, and do something to the image. It looks too much like a screen shot right now.
