This wallpaper captures the urban essence that proliferated the art of Ghost in the Shell in every incarnation of the series. Phill does an amazing job of capturing a moment of surrealism.
While there are a few, stray building angles and shadows, you find that your eye forgives the minor details and instead focuses on the overall scene that is larger than life, with lights trailing off into infinity.

"A few areas that is in need of improvements.
01. Extraction. Some parts have outlines, while others have none. The extraction of Louise's hair near her forehead is inconsistent
02. Curtains. It does not stick neatly onto the ceiling. You can see gaps between where the curtains are supposed to meet the ceiling.
03. Brown solid area on the right of the wallpaper. Not sure what it is, but it sticks out rather sorely as it looks 2Dish against the 3D background.
04. Signature. Totally can't read the words unless I stick my face onto the monitor." View

"Wallpaper has an unnatural blurriness which somewhat detracts from the quality. The overall black solid silhouettes makes the characters stick out rather than blend into the overall mood. When the moon is of such brightness, it would be more natural to have some of the surfaces viewable under the moonlight. Else it'd give the illusion that the black silhouettes are actually flat rather than having curves and contours." View

"Overall design is solid, but the extraction seems to be a bit problematic on the hair area. If you look closely, you\'ll notice areas where the outlines disappear and reappear again. This is due to the outlines being removed during the extraction process.
When extracting, the points should be placed on the border between the outline and the background, not between the outline and the insides of the character or in the middle of the background (unless you can keep a steady hand and have the whole plotlines stay within the outline itself throughout the extraction process.
More extraction practice is needed here.
PS: I can still see two white dots on her chest. Remnants of the original scan, I presume." View

"The quality of the scan is a bit on the grainy and blurry side. You will need to improve on the scan quality. Most optimal solution would be revector due to the nature and style of the background. Plus, I believe the reddish hue is a bit on the high side. Adjusting the color channels to bring down the reddishness will improve the image's color.
And I noticed that there are compression noise all over. May I suggest saving on a higher quality settings, restricted to the filesize-to-resolution limit as listed in the AP Guide (Wallpapers)." View

"Nifty. But black Mokona's eyes and mouth can barely be seen. A lighter shade of grey would do nicely.
The borders are translucent in certain areas and opaque in others. In maintaining consistency, it'd be best to keep the border areas either solid black or translucent and not both.
Overall, great work on the background designs. Reminds me of those high class tableware floral motifs." View

" Extraction
The extraction is below par. Take a look at the outlines and you can see that the edges are jagged and have background residues from the original scan. Plus, the black outer glow is making things look even worse. Personally, I discourage the use of outer glow since it tends to magnify imperfect extractions and makes the character look rather cheesy. And with the hard-edged extraction, the image looks rather flat.
Image quality
Textures which I believe is from the original scan. You need to clean this up. If the original image is large, you can subtly apply some filters like smart blur to clean up the scan textures. If the original image is not that large, my option is to go for something that utilizes grunges or intelligent application of textures to blend in the scan textures.
Background quality
The starscape background isn't exactly top-notch in the quality department. The stars are blurry and colors are rather bland. Same problem with the moon and I think the edges are a bit "steppy". Plus, your clouds are too hard. making them look like layers. Clouds should be fluffy and soft edged when near.
May I suggest going for more normal anime characters instead of attempting harder to use 3D images or those with soft shadings like Carnelian's. Anime images are easier to extract and would serve you well in improving your extraction skill which is a core skill when it comes to walling. Plus, 3D and soft-shade images call for backgrounds which require a higher degree of composition skill.
And looking back at your gallery, I noticed that you tend to focus more on backgrounds which are "clouds+moons+stars". In the end, all the backgrounds look the same one way or the other. You need to widen your background variety to pick up additional skills which might not be available in certain types of wallpapers." View

As for the wallpaper, I think it is lovely. The vector looks good although I'd prefer using surrounding color tones as the basis for the outline color instead of solid black but that is more of a personal preference thing so don't mind the additional comment part. The window grills(?) are done nicely.
As for the background, I don't find any problems with it. Looks fitting and the windows complements the renaissance Venetian feel. Color-wise I think it's okay (although I don't think sunsets are as orange/red as this) and the color hues on the surrounding elements are done well." View

"To sum it up, I'd say the wallpaper is very professional looking. Nice use of text with different color hues on the left and pleasant flower motifs combined with shapes on the right. Good use of white borders as well so as not to let the dark blue overwhelm the character.
Not too sure if adding in the subtle chrome effect is the best way to go but it does help break the monotony of the gradient.

As you can see, the sleeve is not a smooth curve and instead, have that staircase-like effect. Same goes with the left collar. The good news would be that the problem can be easily rectified with retracing that portion with the pen tool and filling it up since the color of that area is near black.
The right collar also has some problems with the outline thickness. One moment the outline is thick and all of a sudden, the outline becomes thin. Also easily solved with the pen tool." View

" Characters
I can see that the characters have been passed through a solarize filter. However, the overall quality of the effect is rather poor. Filters aren't meant to be used as standalones. To cap it off, there are signs of anti-aliasing problems where the curves on the outlines look more like staircases rather than steps.
Background
Grainy, blurry and unsmooth. Take note that using the zoom filter tend to make the outcome littered with grainy textures. This drags down the quality of the wallpaper by the buckets. As for the Yin Yang disc, take a closer look at the curves. Rather than having smooth curves, they are rather angular with sharp edges.
The outer discs looks as if they have been extracted using the magic wand tool. The extraction is quite bad and the outlines look eaten up.
Text
The text on the lower right is blurry and displays anti-aliasing problems. And the texts in the background are repetitions of the ones in the foreground. Not sure what was done, but the background texts is giving double-vision effects compounded by blurriness.
Overall, I don't see any possibility of salvaging the quality of this piece other than to start from scratch with a whole new idea. Anyway, everything starts off in small steps and one must start somewhere." View
