Great job with the scan, amazing colors and perfect composition. The paper is ready for the gallery, just gorgeous... but GET RID OF THOSE BLUE BORDERS! they ruin the magic. You can move your signature and make a widescreen wallpaper.
Vector is pretty good, background is simple but effective, and general composition is nice. I don't like the shadow effect, it is too strong (looks like a floating face, a ninja suit or some kind of mask), you can try to reduce the shadows in order to make the character more visible.
In addition, consider making versions with better resolutions and add a more detailed description.
Everything's perfect but... purple lightnings? That ruins up the dark ambient, at least for me." View

Your background is awesome, perfect for this type of silhouette and sunset images. Amazing colors too. Water seems too quiet, and if that's the intention, some reflection of sun is expected. The only detail I don't like is the font used for the paper's name.
Minor details, already mentioned, but are small flaws that really don't matter at all, unless you are a perfectionist. If you think in a second version, consider that your background can be the opposite: this picture appears to be taken from above (except for the boobies hanging in there, in fact your perspective is correct). But the scene just like it is is perfectly plausible (I'm on the grass with my camera pointing the sky and this sexy girls appears over me to say hello) Some parts of the scan seem blurry, specially her left elbow. However, that's not actually a problem, and the paper in general is lovely.
It is yours? Not description, no signature, no details... it's a re-sized scan. Extract one of the images (like Winry's, for example) and make a paper of your own.

Wow, this paper is just spectacular. The impressive scene, the very well painted background, the lovely colors, the simple but charming -almost romantic- vector and the little details like the footsteps and wave-breaks that contribute to perfection.
The background looks too realistic (a stock photo, right?) but the colors fit very well. Texture on the girls is subjective, I like it, some others may not.
Regarding the background, if you know how to vector you can draw your own background over this one: you can paint a road and leave the sky as it is, or paint the whole stuff.
Change font and font color of your "girls road" text, it definitely does not fit, and make your signature smaller and less contrasting, something more subtle.
And finally, perspective is totally distorted, background and foreground are contradicting each other. Changing the height of the background will fit it.
