While there are a few, stray building angles and shadows, you find that your eye forgives the minor details and instead focuses on the overall scene that is larger than life, with lights trailing off into infinity.
You need papers to download scans, yes. However, you don't have to BUY them necessarily. Check the faq for more details... basically, just be active on the website and you'll be fine.

Unlike the casual attempts at 80's vector styles or techno Bleach walls
with crazy ass paint splats and colors, a nice, tranquil, and blissful wall has been made.
I basically have no complaints since it's so nicely done.

The only complaint I have is that the blur you tried to portray as sand/beachy/land didn't work out that well.
You should add more of a texture or noise to it...so that it would be portrayed more properly.
The second thing is that your wallpaper would have looked much better if you were to mess around with the girl a little more.
It looks like all you did was extract and paste it...some vectoring or light affects would have made it look much much better.
