This wallpaper captures the urban essence that proliferated the art of Ghost in the Shell in every incarnation of the series. Phill does an amazing job of capturing a moment of surrealism.
While there are a few, stray building angles and shadows, you find that your eye forgives the minor details and instead focuses on the overall scene that is larger than life, with lights trailing off into infinity.
Good job on repainting the scene, and congratulations for not following the screenshot step-by-step, it would've spoiled the wall to have all kinds of buildings back there n_n

You show a good sense of color and shape coordination. There are no major flows I can see except for occasional crispiness (especially of the hair strands) ^_^
But apart from that the wall shows a good balance and dynamism, well done ^^
Yes, the background is lovely. But the characters don't really blend with the background :/
First, both the chars are have a predominant hue of Orange, while the whole background is green-ish.
Also, neither the characters or the tree roots cast any shadows...and I think it may look better if they did.
Also, another thing I just noticed. The light on the chars is very powerful, while the background is barely as lighted as them
It is obvious you put effort in the background, but (for me at least) the above stop this wall from being super :(

There is a mild issue with the sharpness of the vector, compared with the ethereal background and wings, though, I think. But apart from that nice job, keep it up ^_^

The colors complement each other, and have an overall good effect on the eyes ^_^ Also, lovely use of textures (the tattoo pattern), it helps a lot
It's like a refreshment for the eye, really. Good job =]
Also, the painted feel adds to the charm, it's such a delightful change from all the -beautiful- vectors we see everyday
Keep it up, and make more walls like this, they're totally worth it
And to be honest, I like that, thought lately it's been more of a "clean wall" fashion around =3
The wall looks nice, also, the windows, and the sky in the background. The two planets set on a simple blending layer don't really make justice to the rest of the image, but apart from that the whole background looks lovely
As for the character, I think she isn't really blended very well, because the bright pink/violet of her clothes draw all the viewer's attention to them in a bad way, overriding the general feeling of peace and dusk/dawn air, and ....stressing the eye, I might say.
Well, for me at least ^^;
But still, please do try adding a Gradient Mask..or else dim the bright pink, who knows, maybe it'll look better ^_^
Something along the sky color in top middle/right would be better imo.

I like the lighting in the wall, however I can't see it reflected on the character at all. Char in all in a brown light, no orange, not lighter tones for highlights, and that makes it look kind of flat, in contrast with the 3D space look that the light gives the wall behind him/her.
Also, the large logo in the middle kind of spoils the flow of the image.
Without the logo, the flow would go from top-left all the way down to the character, in bottom-right, naturally leading the eyes to him/her.
With the logo on, it interposes with the flow, thus creating a negative effect imo. As if someone would suddenly stop the tune you like most right at the best part.
Anyway, can't think of anymore suggestions right now, but if I do I'll post some more ^_^ It's a good wall base, keep working on it =]

Still, I think the huge text in the very middle ruins both the flow and the focus point of the wall. Currently, only with the scan in it (without text) your image would have a top left->bottom right flow, but the text interposes and spoils it all imo.
Also, try working with the lighting on the scan. Perhaps add some highlights to the hair, I'm sure zephiris26 won't mind if you give him/her the proper credit ^_^
The light on the background could be improved as well, currently it looks rather flat, with the same uniform light all over. While on the scan,strong light comes from about 75-80 deg. up-left.
Background doesn't reflect that and thus creates a contrast.
.....well, can't think of anymore advices right now, if I will I'll post some more.
