This wallpaper captures the urban essence that proliferated the art of Ghost in the Shell in every incarnation of the series. Phill does an amazing job of capturing a moment of surrealism.
While there are a few, stray building angles and shadows, you find that your eye forgives the minor details and instead focuses on the overall scene that is larger than life, with lights trailing off into infinity.

the intricate scenery in this great wallpaper is really very nice! I really love the detailed use of the various different range of the warm colours. The crisp vectoring of the homosapien female protagonist C.C. allows it to be detailed and allowing the main focus of the wallpaper to be VerY NICe!!!

"I really like the general atmosphere of the wallpaper but I really think space doesn't go with Saber so well. Nevertheless I still like the wallpaper, as it gives off a calm serene kind of feel. I'm not sure why the sword is so short though? Was it intentional?

The vector i9s generally pretty good, although some parts are a little too jagged and look a little weird. I'd also fix up the background a bit. The green energy isn't brushed all that well and could do with some editing. Try changing the gradient of it as well so that there's more variety of colours in the wallpaper overall.
Still, the wall is pretty good, so keep up the good work.
I'm also a big fan of Gurren Lagann, so I also loved this scene.

"The vector is pretty good. I can see that a reasonable amount of effort went into the vector. But I find that the background is a bit too simple. In this case it'd be better if the sides didn't fade into blackness.
I'd personally change the vector a bit so that the lines don't stand out so much, as the vector image of Zero looks out of place in the background.
I like the shadow of the window bars, that works well with the vector, although the texture I'm not so sure about.
If the background was supposed to be blood I'd have made blood drip marks on the sides of his body because right now it looks like he's lying on red carpet. It'd also be better if the red colour was the same as the blood on his clothes and hands...for obvious reasons.
Anyway, I like the vector and the work you've put into the wallpaper.

I like the background as well. The dark atmosphere really works well with the eyes of the gundam, and the mirage illusion effect around the Gundam's legs look really nice as well. I don't particularly like the left-hand side of the wallpaper though. It looks a little too blurred, and the rocks looks a bit too realistic.
Other than that I really like the wallpaper.

Not sure if you vectored it, but the scan does look very clean, which certainly adds to the funny feel of the wall - especially one based on Azumanga Daioh.\
The text looks kinda out of place though. It'd be better if you used a simple and playful font that suits the anime - rather than the serious army-style font , although I do realise thats part of the point of the wallpaper.
I'd suggest adding more brushes to the background, you can get a lot of free vector-styled brushes off the internet and they would really make this wall a lot more interesting.
Other than that, nice work for your first wall, and I'm surprised you managed to make this in an hour.

"The general layout of the wall is really great. The brushwork is done really well and mixes with Chii in a really good way.
The scan's quality however, seems really low. Either you're going to need to re-clean the scan or use a bigger resolution. if you upsized it. You can see the graininess of the scan and that really lowers the quality of the wall. If you want the scan to be more artistic, you can always use the median filter in Photoshop and overlay it on top of the original image. That could make the scan looks better, though you'll have to experiment quite a bit.
The left-hand side of the wallpaper is fine though, as I said earlier, the brushes flow together really well and the colour scheme is good too, just fix up the quality of the scan and the wall will be really good.

The background itself however, could do with more work, as it feels too empty right now. Maybe you could use a few brushes and get rid of the blurred white patches as it doesn't look crisp and clear like the scans.
I'd also prefer a different font for the text and it would be better to arrange it better because it feels kind of out of place. ( I'm referring to the "All Eyes on us" part, the "Lovely complex" text is fine)

There are a few issues with the paintwork however, it feels like
some parts could really be painted more smoothly and I would have loved to see some textures on the wall, as Sumiru commented about already.

What I would do though, is try and blend the anime character with the background so that it doesn't seem out of place. You could try blurring the outer edges of the scan and adding textures to the wall for blending. I'd also personally take off the outer glow effect around the scan. It feels somewhat out of place and doesn't really fit in. Anyway, I hope you found this comment helpful in some way, and keep up the work. I'd love to see more updates on this wall. The vectoring and use of text is awesome though; I really like the colours used in the wall as well. Keep up the good work. I'd also prefer a few more textures (which may cancel out the empty feeling), cos then the wall would fell much more artistic and stylised. Although again, it's still a pretty nice wall.
