My one question/comment is on the phrase "Feel the Pein", specifically, the word "pein". And... (I decide halfway through typing this to look up "Pein", and voila, question answered, I stop typing).
Thats about it, makes sense now. Maybe if you put a small note in your description about the Akatsuki and Pein's relation to it, might enlighten those you are note intimately familiar with the Naruto manga.
Oh, if only it were not for the low resolution... I think this a great looking wall, I've always had a liking for the techno-ish colors of blazing blue and such, and mixing these colors/effects with some cute girls just about completes the picture, I think :D

Now, if you were to make improvements, maybe one of the things to do would be to reduce the amount of black in the lower left part of the wall. But that and any other minor points aside, it is still a really nice wall.

What an awesome cool wall you've made here. You can definitely feel the raw power and motion this wall carries with it, emphasized by the blurring of the back part of the weapons as they slice towards each other, and the ragged white "lightning-like" edges of Kurosaki's gown/cloak/(etc) at the bottom right.

I also like how you changed the overall color scheme of Chii's dress to be slightly more purple, in a reflection of the background overall. In the original scan, if I recall, it was far more pink. The color scheme lends a hauntingly lovely atmosphere to this wall; the type of image you look at, and think of things hidden and mysterious. A cool feeling, which is why I award this wall a +download and a +FAV. Gratz.
"The rough tan and "papyrus" colors, if that is understandable, lend a feeling of agedness to this wall which I quite enjoy. Most typically, the anime characters in a wall are still very distinctly separated from the background, but your use of specific textures has given this piece a feel more like an ancient scroll painting than a modern wall. The blending and balancing are all quite well done, of course.
I also enjoy seeing a Full-Metal Alchemist wall that is a bit milder and relaxing in tone; this is an aspect of the series that often gets overlooked, but which I always found interesting.

Anyways, in summary, the saying "keep it simple" works well here, nicely done. The wall comes across as simplistic yet sophisticated, elegant even. Shapes, colors, and lighting are all well balanced. And, of course, the character is pretty good looking all by herself :D

Two things to look at. Those vertical lines make looking at this wall for too long difficult, as the eyes start to make them do funny things like jumping around, and it is all very troubling for my poor brain to sort out and my head hurts. Not quite sure what the wall would look like without these lines, but maybe better? Something to investigate anyways.
Also, of course, the resolution is unfortunately low; is it possible for the scan you used to allow for higher resolutions? A higher resolution would make this wall useable by a lot more people.

As well, while the background literally burst with expression and detail, you have toned down the colors enough so what we really focus on is the simple beauty of Saturi's expression in the foreground, as she gazes off at some unknown visage into the distance.

In some areas I do concur with Angel-Zakuro above, in particular where she mentioned the difference between the beautifully, almost painted image of the background contrasted against the rather more crisp character in front. I have very little image-editing experience to lay claim to, but as a viewer, this is the first point I noticed.
Anyways, you still did a great job on the wall overall, congrats. Say, I'd be interested in seeing a link to the music you mentioned; I have a fairly large collection of anime music, and am always looking for new pieces that might be good. I did a bit of researching for the particular song you mentioned "Til the Sun Goes Down", but while I easily found the ost for the series online, I have had difficulty in locating this one song; perhaps you could provide a link?
