This wallpaper captures the urban essence that proliferated the art of Ghost in the Shell in every incarnation of the series. Phill does an amazing job of capturing a moment of surrealism.
While there are a few, stray building angles and shadows, you find that your eye forgives the minor details and instead focuses on the overall scene that is larger than life, with lights trailing off into infinity.

I think the foreground character is simply too big, too "in your face," lacking any subtlety, and stripping the ambiance from the whole picture. The background is alright though, so maybe just work on Asuka's placement a little more." View

"Ah very nice. I certainly do like the green and white motif you have going on, but keeping this in mind, the pink cherry blossom petals seem a little out of place. Hmm on a second perusal it doesn't strike me as odd as I initially perceived it to be, but nonetheless, the first impression is always an important one. Perhaps you may be able to make the pink petals near CC's head a little more pink/striking like the ones in the left hand corner? Just a suggestion. Nonetheless, I do very much like it, so by no means should you let my complaints get you down." View
