"I see the divide between the meaning of the wallpaper and the look of the wallpaper. I understand why the flower needs to stay, why the text needs to stay, and why Gaara was used. And I think it's great, it's uncommon to have wallpapers with deeper meanings.
However, this is still a website about graphics -- the look of wallpapers, not the meaning, and that's why people are commenting as they are. You have the meaning down, so let's work on making the visuals fit.
The whole look of the wallpaper needs to be harmonized. The sunflower, the background, Gaara, and the lyrics need to fit visually, and they don't. Gaara has sepia tones, the sunflower is yellow, the kanji is a harsh red, the background is white and black; the textures over Gaara don't blend with the area around him, the background doesn't blend with the flower, and the kanji is just out on its own.
Pick a color theme, and choose your textures (and brushes) carefully. The right colors and textures can really bring the image together and give the impression that everything belongs there. It'll be difficult using the photograph of a sunflower and the screencap of Gaara, since they're made on different mediums (one's drawn and one's real) so concentrate on that.
I'm not sure what to say about the text. I kind of like it out there like that, because I appreciate the literature of it. As far as graphics go, it's not so good. Look around at other really good wallpapers with text to get a feeling for styles and how to make it work, and then try again.
Also, focus on Gaara: make everything in the wall work with him. (Instead of trying to make everything in the wall fit the lyrics.) It's an excellent picture choice by the way, it really works with the meaning of the song.

"That's so cute! It's such an awesome image, I'm glad to see it's becoming a wall. The vector looks awesome; whatever your background ends up being, vector that too. I like the style, and I will disagree with a post above and suggest not using any textures; keep it clean and vectored, it's a good style.
I like the font style but something with thicker lines might work better with the vector image. A good/matching font will depend on your background as well, so just something to keep in mind as things come along.
There's a lot of white space above them, so it might need another main image (in addition to just a background). Maybe have Naruto from that same ending in the back and above them, the one where he's been burnt. It could be with the pimp theme, the way it was in the ending.
For an actual background, though, I'm not sure what to suggest. It really depends on what you like and are feeling up to, because it could be almost anything. Maybe the academy building, or a training area (to explain Naruto's burntness if you add him). Maybe the Uchiha district with their pimp Uchiha fans. You could also go a totally different way and make it a Valentine's Day or White Day theme. Whatever it ends up being, vector it too.

"The name-order needs to be harmonized: It's either "Hyuga Neji" with "Nara Shikamaru" (the Japanese way), or it's "Neji Hyuga" with "Shikamaru Nara" (the English way). One can't be one way with the other the other way. "Nara" is also spelt wrong. Also consider changing "Hyuga" to "Hyuuga", though the former isn't technically wrong.
For such a nicely vectored background, a smoother font might look better. Maybe look into a thicker font too, which in my opinion tends to compliment the chibi style more.
Is that a shadow around Shikamaru's foot? It looks strange... like it's too smooth to be shadowed on grass, and too dark for the bright and sunny day. And then Neji is shadowless. ^^;

"Instead of changing the background, I'd prefer it if you tried to blend her into it more. The background is very pretty and you have the potential for a nice, soft affect with it here.
Right now Sakura is dark and too-smooth against the area, so while both she and the background are very pretty, it's not blending as well as it could. Try to lighten her up and get some of that nice background texture on her. It'll be softer and flow better. (If you want more specific tips on that, feel free to ask. :x)

Not to mention the image itself is one of my favorite images of Yondaime around, and I'm glad to see it put to such good use. I didn't get the feel that he's going to his death here, but I might be the only one; I've seen other people comment on the same scan that it looks like Yondaime's dying, but I never saw it that way. Nonetheless, despite a lack of feeling an impending doom, I really like it. It's sort of peaceful in a way, with an edge of angst but not really sad. I see it more as a sign of hope.

XD) The only thing I think that might improve the flow of the wallpaper would be maybe to put a glow around the fanart, to sort of show it off from /differentiate it from the rest of the piece; as it is now, it looks almost as though Yondaime and kid-Naruto are right there in the scene, instead of part of a dream.
