"Well, i should say... the scan's quality is bad D: its not a stretched scan one, but its quality is low D: because i saw some pixel with different colors everywhere on the scan.. I dunno what should you do to fix it, except find another scan. Or, if you are NOT lazy, use your Photoshop's smudge tool or vectoring it with pen tool.
The second problem (for me) is the texts xD;; the credit text i mean.. Its too big, even the start menu thingy on windows wont eat those texts xD;; maybe you should make it smaller, and put the "design by:" text after the "all right reserved" text...
And a suggestion.. make the 'magic circle' there bigger :3 because i think its kinda too small :3 and add some texture maybe? for the background... ah, and some more colors 8D and btw, there is some pixelled shining there :3 under his hands.. make it smoother! 8D

"Look cool, for your first! xD at least you do give some works on it >___> anyhoo, is it my eyes or does the resolution is weird? o: it should be 1440x960 or 1680x1050 if i'm not wrong... but i saw 1400x1050 o___O

Anyway, to the wallpaper. The clouds looks so nice 8D but its kinda too stock-ish, kinda too realistic.. Use your smudge tool to make it looks anime-ish! x3 and then duplicate the layer > change the layer to screen > ctrl+shift/alt+g if i'm not wrong, because the clouds looks kinda... hmm what should i say.. not too contrast... and the perspective is kinda weird too, imo...
And, do you use outer glow on the wallpaper? o: because it looks weird, the glow.. use brush! x3 and change its color... i guess :3
the city is kinda blurry and like it was stretched from a small image... do something to make it looks sharper, like.. brush or lasso tool or polygonal lasso tool :3 the 'mountain' (i mean the black thingy) looks weird, because it should be a sharp one, but on the edge it looks blurry :3
the sky should be blurry a bit :3

but overall, your wallpaper looks nice 8D good luck on submitting the wallpaper ;D"

"Oh my, i thought its just the thumbnail that have bad quality o___o well, power point is not an image editor o___o and looks like the image have a bad quality too, since the output looks soo poor in terms of quality. And the image size looks weird xD;; i never heard any wallpaper sized 2050x1538 o___o

i dunno what should i suggest because you dont have photoshop... maybe you should try to use GIMP, because its free o: you can try to find any tutorial on the net too..
But what can i say is just... you need to make the image looks more high quality (maybe resize it to a smaller size?) or 'paint' it with 'smudge' tool or any other tool that can makes something looks smoother (especially for the background)
Altho i think you should change the background... to maybe a table looking one? or wall? make it looks like a scrap book or anything related to that. I dont know what kind of concept you want to give on your wallpaper... try to have some wallpaper on the main gallery as your reference, and try to learn from those wallpapers. something related like those sample wallpaper : this one, memories on the table or the others. They are kinda super great, so i wont said you should imitated their style, but at least, use them as reference, a 'memory' type wallpaper :3

"Hmm forgive me for any harsh word firstly >___< i dont mean to be 'mean', just wanna help you :3

the extraction is kinda poor, it looks pixelled o___o do you use the 'mighty' magic wand tool? o___o you shouldn't do it if you really use it x3;; try to use lasso/polygonal lasso tool or maybe pen tool for extracting. It'll produce a smoother edge o: try to use those tools >3 and then... the brushes looks weird and over loaded o: too much swirly, with no right placement. Plus, some of them looks like it was wrong placed i'll try to use note, i dunno if it will showed tho o: The swirlies kinda blurry to.. but me dunno any other way except to vector it xD;;
the 'death passion' text on the swirl is invisible, because of its color... and the font is not match imo, use another font, standart one without any weird thingy x3 and change the color to blue/green/dark red/dark orange, so it'll be more visible :3
use pattern for its background i suggest, because it looks too plain. or texture wont hurt either xD
or maybe another swirl, but with low opacity of brush.. you choose xD
The other text looks invisible too o: use another font, different one with the 'death passion' one, to make it looks different and not monotone :3

Anyhoo... its too monotone for me, i guess. i know you want to try to make something like that wallpaper, but i think you should add more colors and shading to make it looks better :3 the background looks too blurry. If you used a scan for the background, try to find a bigger scan and then resize the scan >3 or if not, i suggest you to use vector technique :3 pen tool or maybe lasso tool on photoshop if you use photoshop 8D and then, use highlight tool and burn tool to give more shading :3
The snow is too blurry too, i suggest you to use default brushes, and the open your brush option > scattering > put some amount you want on the scatter box. and then change the opacity and flow's percentage to something near 60-70%.
after that, duplicate the whole layer using ctrl+shift+alt+e, and then set the layer to soft light or overlay, and play around with the opacity.

And then, i mentioned that the girl's extraction is still kinda poor, its quality i mean. or maybe is it because the character is too bright while the background is kinda dark? o: brighten the background, or make the character looks darker :3 and add(/change) some color! like... purple for her ribbon, green/blue for her skirt, or orange, or anything! you choose xD
Add some textures will be nice too, because its kinda too plain (for me).

The text needs more work, change the font. dafont have huge collection of font, you can try to use some of them 8D and change the font color to anything but red! because its invisible :3 use purple/orange (and dont use the outer glow or stroke thingy :3 because it looks low quality x___x

"Well, me dunno much things about GIMP, but i guess GIMP can produce cooler wall than this. seriously :3 If you can find any great tutorial out there, you can make a superb wallpaper. (forgive me for any harsh words first >___< because i think i'm going to give you a critique :3) Because this one looks... uhm... 'ugly'. The scan (uh i mean, the vector and you should credit the vectorer, i think), looks so damn dark. You should make him looks brighter, because that kind of dark makes it looks have a poor quality. And btw, the vector have jagged lines there o___o And L's hair become blue xD;; keep it as it is, seriously. keep it black x3
Hum, maybe tis just me, but the background looks blindy (change the color scheme, i suggest), and the (what is that name? that kind of background?) background should use another picture! find a stock? or texture? or brushes? or patterns? anything except that :3 The reflection looks a bit weird too, because i dont see any strong light source o___o (oh and btw, the white lines looks weird)
Maybe you should try to see another 'abstract' wallpaper from AP's gallery, and take them as an example for your wallpaper. What about `Omnidevil, or `blue-green? they have nice 'abstract' wallpapers, try to check them out. and use their wallpaper as a reference? But 1 thing for sure. you have skills. Keep on trying and practicing. Practice makes perfect, people says :3

well, the concept is kinda cool actually, but i havent see the real scan, and what have you done with the real scan to get this one actually, so if i'm wrong, please forgive me :'D Because i seriously dont think your wallpaper have much works on it.
The photoshop filter (again), works poorly for the wallpaper :3 you need to vector it, because it looks (seriously) poor, those outlines. Find some tutorials on deviantart, they have some wonderful vector tutorials there. And then, what about add a texture on the outline? I'm talking about something like this, this, and this. And keep that color scheme xD or change it to red, maybe? because black+white+red = smekshy. always x3
Well, i'm not really sure about the red (or pink) glittering thingy there, doesnt looks match the wallpaper =___= what about a sakura tree? or patterns? or textures? you choose.

Anyway, firstly i'm kinda confused with the title-and-wallpaper combo, because i cant see any night scene there o___o I suggest you to make a night atmosphere. Dark blue sky, with stars, and some dark clouds. Maybe something like `the11342's night scene work and color scheme :3 but since his wallpapers are maybe too difficult, maybe you should trying to use this, this, or this one as a reference :3 and try to find moon photo stock out there, maybe stock exchange or deviantart.
I said those words because the title and the wallpaper is not match at all xD;; I must say that i'm not a big fan of photoshop's filters, and usually they dont work greatly with big sized wallpapers. Like your background, it looks kinda blurry for me. The blue thingy on the top and bottom of the wallpaper looks weird too. The text kinda doesnt fit the wallpaper, and the outer glow looks bad D: maybe you should try to make a different background with more 'night', 'dark', and 'memories' feelings. (Maybe) you should use D and then ctrl+backspace to fill a layer with black colors, put it on top of the others and change its layer type to color and play around with opacity. And add some textures will be nice too :3

"Well, maybe i have bad language for this critiques, so please forgive me if those words hurts your feeling. me just trying to help :3

the background, the square thingy, and the text looks so poor. i mean its quality. Those squares looks poor because i see its kinda blurry D: and the text because the position and the low opacity of the text, plus the font choice. The background looks poor because all that i can see is that you use brushes only for the background, am i right? those butterflies, those bling2 thingy have a poor quality of image. Maybe you should try out something different. What about patterns? And maybe, take a look at AP's abstract wallpaper, maybe something like `blue-green, `anbuu or `Omnidevil. Their abstract wallpapers are nice, and you should learn something from them :3
Altho the background looks poor, the scan looks nice. But i should say its just kinda too... small for enev 1024x768 wallpaper. You should go find a better (and bigger) scan on ap's gallery. And also, try to figure out which anime this is belong to, because the category is wrong. And if you still dunno, ask the mods and admins, maybe they can help you :3
