The amount of patience, hard work and an eye for quality is what defines this wallpaper. Character is painstakingly vectored off a real life toy image with references to screenshots. Despite the difficulty level, ~pvc24 still manages to nicely depict the image in anime fashion and yet able to find the mental strength to come up with a background composition that is both aptly fun and pleasant in atmosphere.
I can fix any pic, any size and make it another size. i just don't feel like takeing the time to vector small images to meet the high quality standards i have, because that, and re-cg are the only ways, and vectoring is the easier and quicker of the two.

My favorite feature is definitely the effects of the rain. It is nicely rendered. I really like the raindrops on the strokes and on Kadaj's chin. I think what makes this wallpaper stick out has to be the colors in the background. Purple/violet is a unique color for Kadaj and I think it brings out his innocent side.

But when I do come up with advice, I will let you know.

I guess my first suggestion would be to make the scan a bit smaller if possible. That way there would be more room for work on the background.

I don't know where to begin. You have out done yourself this time `Selennna.
I love the grunge effects and the darkened background. The colors work perfectly and the scan is awesome. The scan also blends in well with the background and the environment. I can totally feel the emptiness and despair of this wall just like you intended.
I think the reason I really like this wallpaper has to be because I kind of see my young self in the place of that character. It's nostalgic and somewhat painful but at the same time, I love it...
Definitely a personal favorite.

Firstly, I have to agree with ^Dias in regards to the background. It's somewhat empty. Maybe you can try adding a windmill to the left in order to fill up the empty space.
The clouds look nice but there is too much blue and they somewhat fade in with the blue sky. I suggest you make the clouds a bit more white. That way they can stick out more and add more flavor to the wallpaper. Also, I suggest you remove the stars altogether because they look out of place and don't suit the scenery. Maybe instead of stars, you could try a sun in the upper left corner. That way the shine on the scan would appear to be the reflection of the sunlight. Just something you could consider.
Next the grass. The color choice isn't bad but the way it's colored looks strange and not realistic. Not to mention, it's hard to make out whether the grass is short or long. I suggest you blend the colors instead of having strips of yellow and green. If it is short grass, make it a bit shorter in the bg. If it's long, there should be some grass appearing in the foreground. I think short grass would suit this wallpaper much better.
My final suggestion has to be to maybe add white flowers all across the field in the bg. The same white flower in the foreground. The reason is because the white flowers in the foreground look out of place and not indigenous to the field in the bg.
These are a few suggestions you can consider in your next revision. Hope I helped.

The background is especially nice and the you chose the right scan for Kos-Mos.
What I love the most has to be the reflection of the light unto Kos-Mos. It is nicely rendered and it gives Kos-Mos an angelic touch.

"Where to begin...
Before I start I have to say that this scan is amazing.
The one thing that really sticks out has to be the form of this character. It is as unique as it is beautiful. The designs/brushes only make this wallpaper look even greater. The darkened background also makes this scan/character stick out even more. All these features compliment the character and her body form.
My favorite feature has to be the really cool orbital lights around the scan. I love how the lightening of the wall is adjusted to maximize the effects of the orbital lights. It really brings life to the scan and the wallpaper altogether.
