But I hav some comments..
I think the pink flower on the left side (top) of your wallpaper doesn't match very well with the rest of your wallie.. It looks to real.. Not like the other one on the bottom of your wallie..
I also don't like the text texture at the top.. Try to move it..
Try to change the "all your HAPPY moments" font with the other that looks cuter.. Coz I think it isn't suit with the "cherish" font..

"You can make the background.. And don't use a rendered picture.. Here, you can find a lot of brushes.. You can look for bird brushes and of course cloud brushes.. http://search.deviantart.com/?section=browse&qh=boost%3Apopular+age_sigma%3A24h+age_scale%3A5&q=brushes
But don't forget to give a credit to them who made the brushes..
And if you need a tutorial to make a sky, you can try to look for them at google or yahoo.. Just type sky tutorial..

Maybe you can try to make the grass more... umm.. more soft ?? Coz I think it's still too flat.. Try to make the grass colors more colorful too.. Add up some yellow colors coz ther're some flowers flying.. And I think you can make the grass more suit with some yellow colors.. Hehehe..

If you have bird brushes,, maybe you can try to add it a little on the top of the wallie.. Try to change its opacity..
