While there are a few, stray building angles and shadows, you find that your eye forgives the minor details and instead focuses on the overall scene that is larger than life, with lights trailing off into infinity.

There is nothing wrong with using a volume cover for your wallpaper. But you shouldn't take all the scan like that. Extracting the characters from the scan would show some effort you put on your wallpaper though.
For the bg, you have cut some images and paste it on the volume cover. you even didn't bother to extract or blend the images with the scan. I can see the borders of the images you used.
If you want your wallpaper to get accepted, I'd suggest you to extract the Ginko from the scan and design another background.

I think you should choose a focus area in your wall ^^". The character is almost disappear into the background. And the background is cut into 2 areas O.o ( the top and the bottom ). If you want the wall look like it, you should try to blend the elements together better. At the moment, the bottom stands out. The green stuff looks annoying with no meaning at all.
Whats the top of the background? I see the cracks so I think Ginko is standing on the ground, but then I see fishes on the right -_-". Try to design a more recognizable background and put a good concept in the wallpaper.

Err, I think the chibi guy on the left seem to stand out and the text is not fit very well ;_;. Many people can not make the text fit in their walls so this error is not uncommon. If you notice the chibi guy, there's a white line around his body O.o? And what's purpose that he serve in this wall. If it's simply make the wall less empty and cuter than it's really unnecessary.
