While there are a few, stray building angles and shadows, you find that your eye forgives the minor details and instead focuses on the overall scene that is larger than life, with lights trailing off into infinity.

that wallpaper was once sent to Session zero too, because the outlines are too thick. the administrator said to me that the outlines need some work. well, then I paid attention to the outlines. I especially make them thinner and also repair some of the edges because they were...well, there were some mistakes because they weren't neat because yeah, I wasn't really used to use pen tool.
then after repaired the outlines, and hey! it got accepted!
this wallpaper looks good, but I think the administrator wants some more from this wallpaper (assuming that the administrator sent this to Session Zero), because they know this wallpaper still has a lot of potential.
it's good that you make some improvement on the background.
Oh, and I usually look at DeviantArt to look for some tutorials,
Eyes are indeed really hard to do(well, it is for me) - I can't even do them properly.
however, I'm sure this will be in the gallery, just make some arrangements and this wallpaper will look really good.
for the vectoring,
it's pretty good, but I think there are small bugs, maybe you can take a look at her breast and her chin.
the hair looks okay too, though the extension looks as if it comes from nowhere.
anyway, what I really like is the brush you used here.
the background seems flowing, and I really like it.
and overall, I really like how you put the scan there and make a nice background too.

"I don't watch Neon Genesis Evangelion, but I did read some of the manga, and I think I knew a bit about Shinji's dad only have his eyes on Rei. And you bringing up the idea here in this well-made wallpaper.
Though the execution of the text and the background isn't as great as the idea itself, this wallpaper really has something different than wallpapers I've seen recently.
Nevertheless, I really like how you find scans and images from various sources to fill up your wallpaper.

Actually I prefer if you put some more clouds on the background and also put a crowded city on the bg (all the way from the left to the right).

the hair is hard, but the outcome looks pretty good.
I know it is very hard, because I did have hard time vectoring hair, and until now I still can't do it properly.
I love the blue-white grunge wind (is it wind? ;p), it really creates some calm atmosphere, and it is even better because the character really fits the atmosphere.
Critic? I don't have much, but I can say I'm not fond of the flower-leaves brushes you used, maybe it's only me, but I don't feel it (the brushes) has to be there.

And for the posters...are they transparent? *look to the lower part of the upper posters* I just think that the posters can be much better.
