"Firstly, remove the black things on the top and the bottom.
I always think they don't fit wallpapers.
I prefer a textless one of this wallpaper.
as the birds needs some works. I mean, don't just use a brush then lower the opacity.
if you want to do it like that, you should make the birds on a very far place.
if you wan to make a big one, put some details (or vector a photo or a snapshot from anime(s))
for the clouds, make some in front of the characters, so it looks like they are on the sky.
and...remove the sun or make it smaller with less brightness, they are killing my eyes.
the clouds at the top of the wallpaper is great, but the bottom one looks too real for me, but it is not really a problem, actually.
I think that's all for now, I hope you make this one into the gallery, this one certainly be great after some revisions.

"Firstly, I think the character needs some cleaning. I can see some dirt marks no the skirt and foot (or they are part of the character?)
as everybody has said, I do think the balcony (balustrade) needs some details and different colors, plus there are some weird looking parts, such as the most right one and the most left one
and I think there are jagged lines.
about the scene, well, it looks like she is on the sky (or on a mountain ~ well I don't watch the anime,so sorry if that is a scene from the anime)
I like the color. but the color on the center of the wallpaper is too bright.
I like the idea of this wallpaper, but I think this can be an awesome wallpaper if you put more effort and time.

"You drew this? I suggest you to read the FAQ. if this is a character from FLCL, then this is considered as a fan art, and can't be posted as a wallpaper. if this is not a character from FLCL, then you should change the category to Original Anime Art.
as a wallpaper:
I think this is way too simple.
my suggestions:
1.I think the hair lines are not the same as the rest, so you have to make them the same.
2.I can't read Japanese, so I don't know what does that word / phrase mean. but if it means something or the main idea of the wall, you can just leave it there.
3.I personally think the drawing needs some work

I feel somehow calm...

the vector looks good. but I think there are some little mistakes which maybe you forgot to fix. see the ribbon (the big, pink one). I think there are some small mistakes. out-of-line color. and I think you can make the outlines smoother on every curve and thinner.because the outlines on the ribbon are really different with the one on the reindeers.

I really like all the details all over this wallpaper.
her hair(the motion of her hair, yes it looks fabulous) and also her clothes. her lips also look really real.

But what I like the most is the colors. I just love how you chose the color. the blue for the hair. and also gray for her face. it all looks really great together and -for me- give a certain atmosphere.

And the background is also matches the whole wallpaper very much and really help to create the atmosphere of the wall.
