If you ask me your wallpaper is a little too crowded. The brushes are overlapping on each other a little too much. Some brushes are too jaggy. I don't see the psychedelic style of all your brushes.

"Indeed the composition is a little strange cause the moon looks bigger than the main character which takes out some attention from her. Resize the moon a little and make it a little less blurry or smart blurred.
The entire wallpaper is too red. I mean that the character is so covered with red that you can't really detail her.
You should lower the opacity of the overall filter.
The grass looks a little too much like the regular photoshop brush. You should add some details to it like plants or some grass that isn't all at the same level...
For me the text isn't really well placed and but the font fit the gloomy and insecure look of the wallpaper.
The logo should be placed upper and not after the text. You can maybe make that logo and the text the same color cause now you have two colors for the text and that looks a little odd.
Commenting the background is pretty hard cause it's barely visible...
"The main problem here is the quality of the original picture. It's pretty low and as Zyd said, you didn't do much to change it.
I can see jpeg saving artifacts all over the picture.
The sign is indeed a little too big and doesn't blend well with the wallpaper.
The font isn't blending in the background neither and is a little too blocky and big for the soft wall you're going for.
As you edited a wallpaper already existing or a simple huge picture, I would recommend to go back to the original picture and try to make your own work.
Maybe try a smaller size of wallpaper so you don't need to resize anything but erase some of the background to be sure you won't have too much stuff to do. And then create your own moon and check out some tutorials on the net to find a nice "sun rays" (that you'll transform with the colors) tutorial and use it to highlight your scene.
You really need to understand that making a wallpaper here on AP is much more than just editing a picture. I can see that you did a nice job changing the color of the original scan and trying to make it look nice and so on... But unfortunately, here on AP this isn't enough...

The drawing of the pokemons is cute. But the pen and the spiraled book don't match. They are too low quality. You need to find on the net better looking pictures of thatoshop, patools and try to placel or right and blend them into your picture.
The background behind the book just looks totally dull. You need to try to make a wood desk texture or something like that... But you can't letns is cu like that.
Also consider to add more details like in a real sketchbook.
If your going for a pencil and book type, why not add also an eraser?

To make them more real, you should use real rock textures and apply them to each part of the rock separately. But don't put them without adjusting the opacity to 50% or 60%.

The gradient background is a better start than the regular white but it still needs some more. Indeed some pattern brushes or texture could help make the background more cute and/or funny.

The use of fabric is a nice idea and the general look of this wall is interesting. But you need some more work on this.
First STOP duplicating the pictures! Really it looks bad and has no meaning at all.
The writing is nice looking but you don't need to add this big outline. Especially around the characters cause that has no meaning and it doesn't really fit the "fabric and classic Chinese art" style.
My advice to continue this wallpaper would be the following :
- Find better scans. Extract them well
- Use a piece of fabric that fit better the color scheme of the characters
- remove the outline around the text
- add some texture to the brown frame like some paper fold style or something like that. Or even better some sort of fabric fibers textures.
- the blue wing looks nice but needs some clean edges. Maybe reextract it proprely. Although I don't think this matches the wall at all... :-s
- For the squares with repeated characters try to find some other pictures of the same characters...

The text you're using is really too plain for the kind of wallpaper you're going to. Check out this site for some really great looking font. You'll maybe found some nice fire fonts.
The strange "explosion" effects don't really look so great like that... It looks like dirt more than fire...Try to find on deviantart.com some nice fire brushes to use in here.
Indeed the duplication of a scan is most of the time an easy trick to avoid empty space in wallpapers and most of the time those kind of walls are not accepted cause the moderators don't really like if you don't find other ways to fill in your walls.
I like the fire wings but make them more vivid like your left scan.
Don't forget the shadow of the character to make it connect with the background cause actually this one looks like he's floating in a strange galaxy or anything.

I prefer the white version. The background contains more details and looks better for me. The texture and effect are more visible on the lighter version.
I'm just wondering if you shouldn't add more saturation to the yellow eyes of Ichigo... And add some light to it just like you did his zampakto.
Be careful while pasting your splatters on the buildings in the background cause it looks like you have some dirt around them and it shows on the dark background.
As for the color of the buildings in the background you should find a less dark color cause now they are dragging attention from your characters...
The extraction is clean now and as you placed them more on the side they look like they are blending better in the wall.
