While there are a few, stray building angles and shadows, you find that your eye forgives the minor details and instead focuses on the overall scene that is larger than life, with lights trailing off into infinity.

The color tones are brilliant, character placement are good enough. I would say to add text in top left-ish area to complete it. It seems kinda empty over there. Text is what you need, just make sure you find a suitable font and a professional way to display it.

"I like this piece alot but you have 2 problems. First yes the text in bottom left...take that out of completely. Secondly the reflection of trees that is right under her feet...whats up with that...it doesnt fit the reflection of the rest of the water at all...theres no reflection and then all of a sudden BAM theres trees!, so fix that mistake for sure. Other than those two things i would go ahead and submit it. It looks great!
"I like this! it finnaly got accepted! it looks much better than it did. And for future reference i also used to make my walls at my resolution which is 1024x768 but just start making them at 1600x1200 for everyone else and it will still look perfect on your desktop as well.

And the logo looks really blurry around the edges. o and the gray bar you used for the text is fine but you extended it over the manga...right over katos face! i would rethink this one a bit.

"Alright mate this is why i wanted your MSN name so i could help you. Your wallpapers need to be more thot out...all of them. I work fast too and always want to start a new one...but i get a wallpaper submitted or extremely near perfection before i start a new one. THINK OUT YOUR WALLPAPERS! i cant stress that enough. Not to be mean but this one and eye of the storm look like a beginners work...not someone who pushes out wallpapers left and right. Ok now i will break this wally down.
SCANS
ok first off the two different scans you used is obvious by quality for one. one is way better quality then the other. The hawkeye scan is perfect. maybe not for this background but perfect extraction. The mustang scan is horrible quality and his hair! wahts up with that. The top parts look like you tried to redraw them with a fat photoshop brush...dont do that unless you have a tablet and are experienced enough to do so. Otherwise if hes missing half his head, then get creative with your placement of the characters.
BACKGROUND
ITs just bad...you need a scene try to stray a bit from your usual grunge abstract background. As i said before try to think these walls out before hand. So completely get rid of this background and try again.
TEXT
its out of place and the font does not go well with your wallpaper at all. Dont feel forced to slap some text on every single wallpaper...the art should be able to speak for itself. So make the text smaller, more strategicly placed and a differnt font.
All in all this is what i would have done. I would have left the mustang scan out of this, since it obviously gave you a hard time and is of a lesser quality anyway! so drop him out of the wall all together. Focus on hawkeye. Then for the background i would think about what the scenes from the anime usually look like when you see hawkeye. She is usually in the office or out on the streets. Now, those places dont REALLY exist but you can find something close. So search stock exchange for a street level view of say LONDON or paris, your looking for old brick style roads and non commercial looking houses on a simple alley/road thing. That is your initial setup. Now comes the part where you actually need help. ITs hard to make an actual stock image to look ANIME, but there are tricks to this. Look at my last wally as an example.
You see the image was a stock image of a REAL place that i found on stock exchange. All i did was search arches and i picked through about 100 different images until i felt i found the right one. Now first i did a MATCH COLOR on the background and pointed it at my scan so they both match eachother, color wise. Then i did a smart blur or two, edited the colors a bit more to exclude the brown and just a tad bit lighter. Then i painted the sky GREEN instead of a bright yellow that it was to again, match the scan. Now because i had found my background and it came a bit slanted like that i decided to follow suit with my scan which MAKES THE WALLPAPER! if the scan was straight up and down like it was it would have been very normal looking not to mention a bit strange for her to be standing upright on a very slanted land.
See your biggest problem is your characters DO NOT LOOK LIKE they are actually in the scene, they look pasted on. I know ive been kinda harsh in this but hopefully you read every word of it and GAIN from it. Now the next time you are on MSN then i will walk you through a wall that we will make together. Layer by Layer so you get the ROPES of what it takes to push out some quality work.

"Ok it looks good but you need to thin out that HUGE outline on your character and the background looks way too sharp for your scan...i dont really know what to do about that one, but i know you can fix the outline. Get back to me when you fix it. Other than that your wall looks good.

"This background is definately better than the last one. but, As for your piece...i think its awsome man. I asked my girl if she could see anything that was annoying or wrong. And she said she doesnt really like the trees and we both think you might be getting rejected for the amount of YA DIGS in the background. So, i would rework another background, but keep the scanlines and post BOTH of them and let people crit on which is a better solution for your wall.
"I like your interpretation of the scan...its fun to see how a scan inspires people alot differently. Anyways, i think its ALMOST done but not complete. The background looks WAY better than it did. Much cleaner. But i still say its too bright in that room for the setting for disaster! I would add some shadow on the top left corner of the wall. And try what renzuoken said and add small highlights in the water. You can do it i know you can. Other than that i would MAYBE beef the color composition of the entire piece up a bit, or just contrast that should work. The FAQS say that they like bright not dull pieces.

"I hate this anime and i love this wally! as much grunge brushes that you use and the text you use it looks completely fine with me. Id use it. I would say leave it in session zero for another day to see if anyone else has anything to say but i say go ahead and submit it after that.
GOOD LUCK...o and they will deny you with non descriptive details like what you have. Try to include the tools you used and how long it took and what the story IF ANY this wallpaper has...o and since you have so much random text floating around you also need to make your signature more visible or they will deny it for that also.
