You need papers to download scans, yes. However, you don't have to BUY them necessarily. Check the faq for more details... basically, just be active on the website and you'll be fine.

"I personally use gendou and nipponsei. You need torrent for inpponsei, but they always have the most recent songs released. Bad thing is that they sometimes have no seed & peers for really old songs."

"Well... I rather watch it on my computer. Although I have a Divx player which lets me play anime directly on my 42" Plasma, I still rather prefer the Computer. I just think its more exciting on the computer."
