Orochimaru is a liar.
The reason he told Naruto that Sasuke is a lot stronger, is to enrage him even more. Orochimaru didn't expect Kyuubified Naruto to be so powerful. In 3 tail mode, he ripped of one of of Orochimaru's arms. You can't really say that's weak. In 4-tail mode, he cut Orochimaru in half and vaporized Orochimaru's (absolute) defense (Sanjuu Rashomon).
This means that 4-tail Naruto is stronger than Orochimaru at that moment, in that container. Kusanagi didn't even affect Kyuubi Naruto. If it wasn't for Yamato to stop Naruto's destructive frenzy, Orochimaru would have been killed.
I can say that Jiraiya must be stronger that Orochimaru, since he survived the 4-tail Kyuubi Naruto alone and being severely injured as well.
Do you really believe Orochimaru is going to make Sasuke stronger than he is? He's a fool for doing so. He needs to take over Sasuke's body.
Also, Sasuke is still not capable of winning against Itachi: Sasuke < Orochimaru << Itachi and even if Sasuke has Mangekyou Sharingan, he will not master it completely yet.
